It is a common misconception that all providers of event medical cover must be registered with the Care Quality Commission (CQC). In reality, the CQC registration requirements are nuanced, with explicit legal exemptions for certain contexts such as sporting stadia, cultural events, and temporary structures. These exemptions are not loopholes, but carefully considered provisions within the legislation, designed to ensure that events can proceed safely and efficiently without imposing unnecessary regulatory burdens. For example, the CQC recognises that short-term or one-off events, such as concerts, festivals, and major sporting occasions, often require medical cover that is limited in scope and duration. As such, providers offering services solely within these settings may not need to register, provided they do not offer regulated activities outside the exempted contexts. This approach mirrors the exemptions granted for blue light driving, in which specific allowances ensure both flexibility and public safety. A notable illustration of these exemptions in practice was the London 2012 Olympics. Given the event's scale and the temporary nature of its venues, requiring every medical provider to be CQC-registered would have been impractical and risked overwhelming the Commission. Exemptions allowed event-based ambulances to transport patients within the event footprint and facilitate hospital admission, ensuring prompt and effective medical care without unnecessary bureaucracy. This practical solution underscores the core intent behind these exemptions: enabling safe, responsive medical support tailored to the unique demands of major, temporary events while not undermining the standards of ongoing healthcare provision. An end to the exemptions is to be made by the CQC at some point but at time of writing there is no published guidance on registration requirements, no timeframe for enactment and no idea of grace period to allow for companies to register and achieve compliance.
